This email was not anything like his usual emails. This email came with a link to retrieve a "Symantec Encryption Secured Message", however the URL did not provide any clues that this was a legitimate Symantec website. One user came to me directly, afraid to touch this email.
My response was to call the sender and verify the message. The vendor sent a message, but he did not send a secured message of any kind, so this user deleted the message. The second user however, clicked on the link and a website comes up called "Symantec Encryption Web Email Protection" and was asking her to create a login and password.
Once she did this, the email and its attachment were displayed.

Since I am a Symantec customer, I contacted their support group to pose this question. A whopping 7 days later, I get a call back, and the agent at first said the site was safe because it was showing "copyright in ", but when I brought the URL to her attention, she suddenly retracted her statement and said she wasn't sure.

Once the External Users are members of a valid group and policy, the delivery options are displayed when logging into the Web Email Protection accounts.
